Votes canvassed at Nov. 18 Jourdanton council meeting




The Jourdanton City Council met for a special called meeting on Nov. 18 and unanimously adopted the resolution canvassing the returns and declaring the results of the Nov. 5 general election.

“Patsy” Patricia J. Elizabeth Tymrak-Daughtrey spoke during Citizen’s Comments. She congratulated and thanked all of council for showing up at the meeting.

“In years past, it was not that way and I’m glad that we are being civilized, polite and respectful. Thank you, Mr. Mayor,” said Tymrak Daughtrey. “I’m going to look forward to being seated on the council.”

Jourdanton City Secretary Debbie Molina presented the vote totals from the election: Tymrak- Daughtrey with 240, Jack R. Harrison with 214, Karen Pesek with 304, Alvin Bailey with 202 and Johnetta “Johnnie” Goetzel with 189.

Just before the oath of office was administered, Goetzel said, “I would like to thank the citizens of Jourdanton, all of the city employees, this council and you, Mr. Mayor. It has been my honor to serve with you all and I just want to thank you.”

She then asked to be excused from the dais and sat in the audience for the remainder of the meeting.

Following applause from the audience, Municipal Court Judge Dolores Cordova administered the oath of office to the newly elected council members: Harrison, Pesek and Tymrak-Daughtrey.

Council member Chester Gonzales was appointed Mayor Pro Tem, with all voting in favor except Gonzales, who abstained.

Regular meeting

Type 1 diabetic Max Wiggins and his Diabetic Alert Dog Diamond led the Pledge of Allegiance and Pledge to the Texas Flag, in recognition of National Diabetes Awareness Month.

Norma Ortiz, a Jourdanton resident since 1974, spoke during Citizen’s Comments. She and her husband have lived at their current address since 1976. Ortiz addressed a complaint she made to council previously. As someone in the insurance field for 37 years, she explained they have to renew their license every two years and they also have to take two hours of ethics.

“I could not find the ethics for the city on the website. I am not saying the city does not have ethics, I just could not locate it,” said Ortiz.

She cited the ethics she and her husband apply to their personal life and profession, such as integrity, honesty, responsibility, etc. Ortiz ended with a Bible verse about doing unto others and you would have them to do you.

“I appreciate your time and I just don’t know if the city has ethics or not,” said Ortiz.

Council voted 4-1 to reappoint Susan Netardus as the city’s representative to the Atascosa County Appraisal District Board of Directors. Voting against was Tymrak-Daughtrey. Before the vote, Tymrak- Daughtrey made a motion to table the item until the next meeting, “when we can review the video tape of that meeting in which Judge Bautista was here and Netardus was adamant about moving the Appraisal District to Pleasanton and away from Jourdanton, which is where it was originally, and near the Courthouse, the county clerk and the tax assessor’s office, which facilitates taxpayers being able to take care of their tax business,” said Tymrak-Daughtrey.

Mayor Williams called her to a point of order and then said, “This motion here is not because she has to move from here to here, this is just to see if we want to reappoint her, or not. That’s all this motion is. It has nothing to do with anything else. You don’t go off into the years back.”

Council members voted unanimously to reschedule the regular called meeting in January and February 2020, due to Martin Luther King Day and President’s Day. The meetings will be rescheduled to Tuesday, Jan. 21 and Tuesday, Feb. 18, both at 6 p.m.

The resolution was unanimously adopted, designating the Pleasanton Express as the official city newspaper effective Jan. 1-Dec. 31, 2020.

Council met in closed session pursuant to Texas Government Code Section 551.071, consultation with attorney and 551.074 personnel matters. The agenda read: “The City Council will consult with its attorney to seek advice on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Act and to hear a complaint or charge against Mayor Robert A. Williams. The City Council will reconvene in open session following consultation with its attorney if Mayor Williams requests a public hearing.”

Upon reconvening into open session at 9:19 p.m., no action was taken.
