Pleasanton city manager outlines ambitious projects for 2021




Pleasanton has many outstanding projects in the works, as outlined by City Manager Johnny Huizar in a written report to council on Jan. 21.

The new year started with meetings on several upcoming projects as follows:

Wastewater Plant

Schneider Electric and city staff reviewed and discussed Phase I, updating energy cost data and drawings of the wastewater plant. Schneider Electric will prepare layout drawings and budgetary cost estimates for procurement and construction installation. Phase I is projected to be competed in 90 days. Phase II will determine final cost and design. Then design engineer, contractor and equipment will be selected. City hopes to be under construction by July, Huizar noted.

Bonds

Huizar met with the city’s Bond Council on upcoming bonds for utility and general fund projects. Discussion included next year’s tax impact. Funding is scheduled for April.

Main Street Site

City met with LPA architectural firm to discuss preliminary design and layout of the Main Street building site master plan. A series of community outreach sessions will be scheduled to allow citizens to get involved in the planning process and provide input. Budget and phasing work sessions will follow. “We hope to commence design and have bid documents by April,” Huizar reported.

Apartment Project

Discussion continues on the apartments on the corner of 8th Street and Adams. Project will be a 48-unit multi-family property, an assortment of one to three bedroom floor plans with 100% of the units being affordable under the Housing Tax Credit Program.

“This project would represent nearly a $9 million investment in Pleasanton,” Huizar stated.

A meeting with 25 local builders and contractors was set up to revisit permitting and plan review processes.

Request For Proposals was published for Oak Haven Street curb and gutter pricing.

Staff met on getting proposals for curbing and concrete work needed for McGuffin Road.

Staff met Jan. 14 with Guadalupe Valdes and went over closing documents. Once documents are received, approved and funds released by USDA Program Director Daniel Torres, the city can proceed with the renovation of three classrooms for an incubator Business Center. Grant was for a total of $90,000.

In December, the City and EMC submitted for the EDA Cares Grant for a Pleasanton Center Project. “We were notified that we were considered for $1,000,000,” Huizar told council. Grants will be awarded by the end of January and applicants will be notified if awarded, he added.

The city and EMC were notified by the TDEM that their request for $2,145,717.16 was being considered. TDEM has determined that $1,739,347.29 is eligible for later reimbursement. At this time, Huizar reported, the City has received 100% of the allocated TDEM CARES-CRF funding for Pleasanton of $598,000.
