New council members sworn in and mayor pro-tem elected

Three Pleasanton council members, who were unopposed, were sworn into office and police officers were recognized during the May 16 council meeting held at the Pleasanton Civic Center.

City Secretary Andres Aguirre administered the oath of office to Robert Leonhardt, Dist. 1; Kenneth Hernandez, Dist. 2; and Diana Prasifka, Dist. 3. Later in the meeting, council members unanimously elected Britini Van Curan as Mayor Pro-Tempore.

Mayor Travis Hall, recognizing the important and sometimes dangerous work police officers do to help and protect the city, issued a proclamation designating May 12-18 as Pleasanton Police Week and declared May 15 as Peace Officers Day.

The mayor paid tribute to the impact and innovations South Central and South West counties have had over the past 55 years and proclaimed May 2019 as Community Action Month.

City Manager’s Report: Johnny Huizar reported the city is playing catch up with the park project as weather improves; the finish on the water tower is flaking off and city crews are correcting that; work continues on the LED lighting at the municipal park; a Census Meeting was held and volunteers are needed for the various committees to help organize the 2020 census.

Huizar requested council action to approve a lease agreement with Security Finance for the property at 119 N. Main at $1,400/month, subject to the approval of Security Finance. Council voted unanimously to approve the

Cityagreement.

Engineer’s Report: John Metting reported the city received four bids for pipe and fittings for the Pulliam Drive Water Construction Project. Council approved the lowest bid from Tenoch District, LLC in the amount of $90,294.26.

The city received only one bid for general road, sewer and water construction materials from a local firm, Atascosa Materials, in the amount of $575,950. Council unanimously approved

Assistant Police Chief Johnny Gon- zalez reported to council that the Kid Fish Event, held at the River Park, was a success and well attended in spite of a little drizzle.

The Pleasanton PD will hold an event – Popsicles with the Police – on the last day of school, beginning at 3 p.m. in the police parking lot.

Pleasanton PD has sworn in three new patrol officers: Shane Prince, Alexia Delgadillo, and Rios Campos.

In other business, the council approved the following agenda items and ordinances:

 Approval of the purchase of a 2011 International 4300 Water Distributor Truck for Public Works from Kyrish Trucks for a total price of $49,500

 Approved directing staff to allow John Wilson to provide hangar space, without compensation, to AirLife during inclement weather

 Adopted Ordinance No. 19-1224 authorizing the issuance of Certificates of Obligation, Series 2019, levying a tax and providing for the payment thereof. Councilman Wood confirmed this will be used for the purchase of a fire truck and purchase of property. Leonhardt noted the 20-year Certificate of Obligation will save the city a tremendous amount of interest.

 Adopted Ordinance No. 19-1225 setting the speed limit at Vista View Drive, Monte Vista Drive, Crooked Creek Drive and Bonita Creek.

 Adopted Resolution 192-19, suspending the June 5, 2019 effective date of AEP Texas Inc.’s requested rate change to permit the city time to study the request and establish reasonable rates; approving cooperation with cities served by AEP and authorizing intervention in AEP Texas Inc.’s requested rate change proceedings before the commission; hiring Lloyd Gosselink attorneys and consulting services to negotiate with the company and direct any necessary litigation and appeals; requiring reimbursement of cities’ rate case expenses.

Before adjourning, reelected council members Leonhardt, Hernandez and Prasifka expressed their thanks and stated they look forward to continue working with the city staff. VanCuran thanked the council members for the faith they place in her, electing her mayor protem.
