Present were all four commissioners, Lonnie Gillespie, (Precinct 1); William “Bill” Torans, (Precinct 2); Freddie Ogden, (Precinct 3) and Bill Carroll, (Precinct 4).• After call to order of the Special Meeting of the Commissioners’ Court, Judge Pro-Tem Freddie Ogden called on Atascosa County Tax Assessor- Collector Loretta Holley who recognized retiring Deputy Tax Assessor- Collector Gloria Mejia, presenting her with a plaque in recognition of her 34 years service at the tax office.

Next on the agenda, Kyle D. Bradley, Atascosa County Justice of the Peace, Precinct 2, requested appropriate action concerning personnel. He requested the employment of Deann Renee Honig as a Justice Court Clerk with an annual salary of $30,624.00, effective January 1, 2014. Request was approved.

On the agenda next, Justice of the Peace Bradley requested appropriate action concerning the purchase of replacement computer equipment to be paid out of capital outlay and the Justice Court Technology Fund (010-300-301). Cost of the computer equipment from Altex is $12,712.75. Capital outlay portion of the purchase amounts to $4,000.00. Request was granted.

JP Bradley then requested appropriate action concerning the purchase of additional case management system from Technology Consultants, Inc. in the amount of $3,500.00 to be paid from the Justice Court Technology Fund (010-300- 301). Request was approved.

Next on the agenda, Jackie Bodden, Justice of the Peace, Precinct 4, requested appropriate action concerning personnel. She requested the employment of Phyllis McLean as a Part- Time clerk (20 hours a week) at a pay rate of $8.25/hourly, effective January 1, 2014. Request was granted.

On the agenda next, Atascosa County Sheriff David Soward requested action concerning personnel. He requested the employment of Andre Vargas as a Correction Officer at the pay rate of $3,056.00/monthly with $120.00 uniform allowance, effective January 1, 2014. Request was approved.

Sheriff Soward then requested the employment of Hector Treviño as a Corrections Officer at the pay rate of $3,056.00/monthly with $120.00 uniform allowance, beginning January 1, 2014. Request was granted.

Next on the agenda, Sheriff Soward requested the reassignment of Robert Newman from Patrol Deputy to Sergeant-Patrol at the pay rate of $40,944.00/ yearly with $120.00 uniform allowance, effective date to be January 1, 2014. Request was approved.

On the agenda next,Sheriff Soward requested the reassignment of Joseph Manguso from Patrol Sergeant to Sergeant Investigator at the pay rate of $47,400.00/yearly with $120.00 uniform allowance, beginning January 1, 2014. Request was granted.

Sheriff Soward then requested appropriate action concerning approval of Jail Medical Director Contract for FY 2014. Request was approved.

Next on the agenda, the office of District Attorney Rene Peña requested appropriate action concerning personnel. He asked for the employment of Roland Treviño as an Investigator at the pay rate of $47,500.00/yearly, effective January 1, 2014. Request was granted

On the agenda next, Jimmy Day, EMT-P, Atascosa County EMS Director, requested appropriate action concerning personnel. He requested the employment of Jacob Grothues as an EMT-Basic at the pay rate of $9.98/hourly with $120.00 uniform allowance, beginning January 1, 2014. Request was approved.

EMS Director Jimmy Day then requested the employment of Donald Penny as a EMT Paramedic at the pay rate of $10.86/hourly with $120.00 uniform allowance, beginning January 21 2014. Request was granted.

Next on the agenda, EMS Director Jimmy Day requested the employment of Stasia Summers as a EMT Basic at the pay rate of $9.98/hourly with $120.00 uniform allowance, beginning January 1, 2014, Request was approved.

On the agenda next, EMS Director Jimmy Day requested the employment of Ryan Reid as an EMT Basic at the pay rate of $9.98/ hourly, with $120.00 uniform allowancebeginning January 1, 2014. Request was granted.

EMS Director Jimmy Day then requested the employment of Jeorge Casias as an EMT Basic with a pay rate of $9.98/hourly with $120.00 uniform allowance, effective January 1, 2014. Request was approved.

Next on the agenda, Janice Ruple, Atascosa County Elections Administrator requested appropriate action concerning extended warranty on election machines for one year Request was granted.

On the agenda next, Elections Admin. Janice Ruple requested appropriate action concerning contract between Atascosa County and Republican/Democratic parties for the March 4, 2014 Primary Election. Request was approved.

Elections Admin. Janice Ruple then requested appropriate action concerning the changing of two polling locations, Voting Box #5 and Voting Box #13. Request was granted.

Next on the agenda, Atascosa County Clerk Diane Gonzales requested appropriate action concerning personnel. She requested the employment of Jessica Bosquez as a Part-Time Deputy Clerk at the pay rate of $10.00/hourly, beginning January 6, 2014. Request was approved.

On the agenda next, Atascosa County Auditor Ray Samson requested appropriate action concerning the new IRS mileage rate of 0.56 per mile for 2014. Request was granted.

Next on the agenda, Auditor Ray Samson requested appropriate action concerning Line Item Budget Items for 2013. Request was granted.

On the agenda next, Auditor Ray Samson requested appropriate action concerning copy machine bids from Ricoh and Toshiba. The bid from Toshiba was accepted. Payments of $2,809.00 monthly on a 36-month contract for twelve copiers for Atascosa County was approved and awarded to Toshiba.

The office of Atascosa County Attorney Lucinda Vickers was on the agenda next requesting appropriate action concerning personnel. Requested was the employment of Christopher D. Cavazos as an Assistant County Attorney at the pay rate of $58,200.00/yearly beginning January 1, 2014. Request approved.

Next on the agenda, Atascosa County Commisioner Lonnie Gillespie, Precinct 1, requested appropriate action concerning personnel. He requested the lateral transfer of employ- ment of Elisandro M. Garcia from Precinct 3 to Precinct 1, at the pay rate of $2,450.00/ monthly, beginning January 1, 2014. Request was granted.

On the agenda next, Atascosa County Auditor Ray Samson, acting for Atascosa County Judge Diana Bautista, submitted the starting salaries for New Hires for 2014. Four areas of employment increased $300.00/monthly: Courthouse and Other – from $2,252.00/ monthly to $2,552.00/ monthly. — Precinct Workers – from $2,450.00/monthly to $2,750.00/monthly. — Deputies – from $3,112.00/monthly to $3,412.00/monthly. – Jailers – from $2,756.00/monthly to $3,056.00/monthly. Part-time employees from $7.75/hourly to $8.25/hourly. Temporary Employees remained at $7.25 hourly. Requested salaries for 2014 were approved.

On the agenda next were Capital Outlay Expenditure requests.

A request came from the office of County Attorney Lucinda Vickers requesting a salary for 4th Assistant Attorney in the amount of $58,200.00/annually. Also requested was a $964.00 salary increase for 3rd Assistant Attorney. New salary amount would increase to $62,764.00/ annually from $61,800.00/ annually. Requests were granted.

Next request was from the office of Atascosa County Attorney Lucinda Vickers for approval of invoice from RB Printing for office furniture and computer set up for the 4th Atascosa County Attorney’s office in the amount of $1,140.34. Request was approved.

Requested next by the office of Atascosa County Attorney Lucinda Vickers was for the purchase and installation of a computer and operating system from Altex at a cost of $1,993.60. Request was granted

Atascosa County Clerk Diane Gonzales then requested appropriate action concerning the purchase of nine modular furniture stations and rotary files. The price includes freight, delivery and installation from Office Furniture Interiors, Inc. in the amount of $19,860.88 to be paid out of Capital Outlay. Request was approved.

Next Line Item request was from Atascosa County Justice of the Peace Orlando Carrasco for the purchase of a double pedestal desk, Ldesk and overheads at a cost of $2,730.70 from RB Printing. Request was granted.

Commissioners’ Court then went into Executive Session.

Meeting then resumed Open Session with no action taken concerning Real Property.

An order for bills to be paid followed before adjournment of the Commissioners’ Court meeting.

The next Regular Meeting of the Commissioners’ Court will be on Monday, January 13, 2014, beginning at 9:00 a.m.
