Present were all four Commissioners, Lonnie Gillespie, (Precinct 1); William “Bill” Torans, (Precinct 2); Freddie Ogden, (Precinct 3) and Bill Carroll, (Precinct 4).

After call to order of the Special Meeting of the Commissioners’ Court, Judge Bob Hurley asked for Stuart Knowlton, Commissioners’ Court representative on the Atascosa County Appraisal District Board who gave a report regarding the recent meeting of the Appraisal District.

Atsacosas County Auditor Ray Samson spoke for the office of Rene Peña, District Attorney, seeking appropriate action regarding longevity pay increase for Ass’t District Attorney Audrey Louis in the amount of $20.00/ monthly, beginning April 1, 2015. Request was granted.

Samson, then, on behalf of District Attorney Peña, requested appropriate action concerning longevity pay increase in the amount of $20.00/monthly for Ass’t District Attorney Leslie Carranza, beginning April 1, 2015. Request was approved.

Janeane Hester, Atascosa County Indigent Health Care Coordinator, requested appropriate action concerning Pro-Rata Tobacco Settlement Distribution County Expenditure statement for 2015. Her report listed unreimbursed county health services for calendar year, 2014. Report was accepted.

Atascosa County Clerk Diane Gonzales requested appropriate action concerning personnel. She requested employment of Kimberly Quintana Holziera, a new employee/ part-time at a pay rate of $10.00/hourly, beginning March 23, 2015. Request was granted.

County Clerk Gonzales then requested appropriate action concerning data use agreement between Texas Health and Human Services Enterprise and Atascosa County. This enables the County Clerk’s office to continue the use of the Texas Electronic System for the issuance and registration of death and birth records under their new guidelines. Request was granted.

Ass’t County Attorney Molly Solis requested appropriate action concerning approval of the EMS Medical Director Contract with Dr. Michael Kurz, M.D., a Licensed Medical practitioner in the State of Texas. Request was approved.

Atascosa County Sheriff David Soward requested appropriate action concerning personnel. He requested the employment of a new employee, Gavin Lindsay, as a Deputy Sheriff – Patrol, at the pay rate of $43,344.00/yearly with $120.00/monthly uniform allowance, beginning April 6, 2015. Request was granted.

Sheriff Soward requested appropriate action concerning the employment of Daniel Gamez, as a Deputy Sheriff – Patrol, at the pay rate of $43,344.00/yearly with $120.00/monthly uniform allowance, beginning April 6, 2015. Request was approved.

Atascosa County Auditor Ray Samson requested appropriate action concerning new copier lease for AG Extension office. Copier is a Toshiba es557 Mj1028 and Fax hole Punch and lease agreement for 36 months at $403.00/monthly. Request was granted.

Samson requested appropriate action concerning Emergency Budget Amendments for 2014. Requested was approval to make Emergency Budget Amendments for all departments over their total budget. Request was approved.

Samson requested appropriate action concerning Line Item Budget Amendments for 2014. Requested was approval to make Line Item Budget Amendments for all departments with line items over budget. Request was granted.

Atascosa County Justice of the Peace Kyle D. Bradley, Pct. 2, requested appropriate action concerning approval for payment of alarm systems from the JP 2 Courthouse Security Budget Fund to Global II Alarm Systems in the amount of $1,257.83 with monitoring service – $40.00 per month. Request was approved.

Judge Bradley requested appropriate action concerning the purchase of computer/network equipment with funds from the Justice Court Technology Fund.

Judge Bradley requested appropriate action concerning reimbursement of Office Depot receipt, $1,353.86, for furniture, reimbursement for Sam’s Club receipt, $199.96, for furniture and approval of payment of receipt from Desks Galore, $2,397.00. Funds for these items are to be charged from the JP Courthouse BUDGET Capital Outlay Expenditure. Total amount is $3,950.82. Request was granted.

Atascosa County Commissioner Lonnie Gillespie, Pct. 1, requested appropriate action concerning a resolution passed by Commissioners’ Court in 2005 that prohibits discharging a fire arm or hunting with a bow and arrow on less than 10 acres in an unincorporated subdivision in the county. Wording of that original resolution was discussed and after more research is done, will be brought before Commissioners’ Court at a later meeting.

Comm. Gillespie requested appropriate action concerning a road bore for McCoy Water Supply Corporation located on 272 Leonard Road. Request was approved.

Comm. Gillespie requested appropriate action concerning personnel, rehiring of Vernon J. Clifton, Class “A” CDL driver at the pay rate of $2,950.00/ monthly, beginning March 23, 2015. Request was granted.

Commissioner Bill Torans, Pct. 2, requested appropriate action concerning the Precinct 2 Justice Court Building project. He mentioned rain delays but that the project is nearing completion.

Commissioner Bill Carroll, Pct. 4, requested appropriate action concerning request for a road bore for McCoy Water Supply Corporation on Black Hill Road. Request was approved.

Comm. Carroll requested appropriate action concerning approval for a commercial entrance off CR 336 for Murphy Exploration and Production Co., USA. Request was granted.

Loretta Holley, Atascosa County Tax Assessor- Collector, requested appropriate action concerning a Capital Outlay expenditure request for Lytle Sub-Station: New floor mats at counter, desk, locking cabinet, 5 USB cables, remote fax license from True Automation for Sub-Station in the amount of $2,700.00. Request was approved.

Judge Hurley asked for approval of bills to be paid.

Honorable Atascosa County Judge Bob Hurley mentioned to those in attendance that the next Regular Meeting of the Commissioners’ Court would be on Monday, April 13, 2015. The meeting was adjourned.
