County Commissioners approve permits, expenditures at regular meeting

Present were all four commissioners, Lonnie Gillespie, (Precinct 1); William “Bill” Torans, (Precinct 2); Freddie Ogden, (Precinct 3) and Bill Carroll (Precinct 4)

After call to order of the regular meeting of the Commissioners Court, Judge Bautista called on District Judge Donna Rayes who requested appropriate action concerning Resolution for the creation of a County Court at Law. Commissioners voted to grant approval.

Next on the agenda was a request by Sheriff Tommy Williams to take appropriate action concerning personnel. Chief Deputy David Soward was present to make the request of the Sheriff’s Dept. for employment of John Peña as a corrections officer. His pay rate was to be $2,156.00/ month fluctuating & $120.00 per month for uniform allowance. Request was approved.

The Sheriff’s Dept. then requested appropriate action concerning personnel. Request was for hiring of Victor Botello, Jr. as a corrections officer. His pay rate to be $2,156.00/month fluctuating & $120.00 per month for uniform allowance. Request was approved.

On the agenda next was County Treasurer Laura Pawelek concerning publication of the Treasurer’s Report Order for October, 2012 to be published in the Pleasanton Express. Request was approved.

Next action on the agenda was a request by Jimmy Day, EMT-P, Atascosa County EMS Director for appropriate action concerning approval for contract upgrade with Intermedix. Request was approved.

Next on the agenda was a request by Justice of Peace Kyle D. Bradley for appropriate action concerning payment to Rock Solid Internet to be paid out of the Justice Court Technology Fund in the amount of $653.78. Request was approved.

County Commissioner Lonnie Gillespie, Pct. 1, was on the agenda next requesting appropriate action concerning request for road bore for McCoy Water District at 285 San Antonio Ave., located in Leming. Request was approved.

Commissioner Gillespie then requested appropriate action concerning a request for a road bore at 255 Sendero Drive, located in Pleasanton. Request was approved.

Next, Commissioner Gillespie requested appropriate action concerning request for road bore east of 205 Horton Road for Poteet ISD. Request was approved.

Next on the agenda was a request by County Commissioner Williams Torans, Pct. 2 for appropriate action concerning personnel. Request was for hiring of Gregg Eugene Simmons as a Community Service Supervisor, pay rate to be $1,950.00 per month. Request was approved.

On the agenda next was County Commissioner Freddie Ogden, Pct. 3, requesting appropriate action concerning personnel. Request was for hiring of Arnulfo Guerrero as a precinct worker #3 with a salary of $1,950 month. Request was approved.

Commissioner Ogden then requested appropriate action concerning pipeline permit for EP Energy E&P Company on County Road 345. Request was approved.

Next on the agenda was County Commissioner Bill Carroll, Pct. 4, for appropriate action concerning permit for Geophysical Survey and setting fee. Request was approved.

Commissioner Carroll then requested appropriate action concerning wording for pipeline crossing permit and each extension of permit. Request was granted.

Commissioner Carroll asked for appropriate action concerning a Line Item Budget Amendment as follows. Request was for transfer of funds from R & B Materials in the amount of $9,000.00 to oil, gas and service station expense. Request was approved.

County Judge Diana Bautista was next on the agenda requesting appropriate action concerning 2013 Indigent Defense Grant Program Resolution. Request was approved.

Judge Bautista then requested for it to be entered into the Commissioner’ Court minutes a Proclamation proclaiming November, 2012, as “Home Care and Hospice Month.” Request was approved.

Judge Bautista subsequently requested appropriate action concerning the renewal term of membership to the Board of Directors for the Alamo Area Council of Governments (AACOG). Request was approved.

Next on the agenda, Judge Bautista requested appropriate action concerning Texas Historical Commission revised rules and new Certification Agreement for the Texas Certified Local Government (CLG) Program. Request was approved.

Judge Bautista then requested appropriate action concerning a Capital Outlay Expenditure Request for holiday wreaths for the courthouse. Commissioners decided to purchase four 6 foot wreaths with bows at $625.00 each, to be paid for out of capital outlay fimds. Request was approved.

Next on the agenda was from the office of County Clerk Diana Gonzales requesting an additional $857.60 for the shortfall of funding concerning new plotter. The initial request was for $10,760.00 which was approved by the Commissioners Court at the Sept. 24, 2012 meeting. The request was approved.

The Commissioners Court then went into Executive Session.

An Open Session began next where, after a discussion concerning Real Property, an order was requested for bills to be paid.

It was then announced by Judge Bautista that the next meeting of the Commissioners Court would be on Monday, November 19, at 9 a.m. The meeting would be only for the canvassing of votes from the recent election.
