Council approves master plan contract; strategic guide





At the April 5 Pleasanton City Council meeting, council unanimously entered into a contract with Stewart Planning of Austin to design a Master Plan for the City of Pleasanton.

Members of the council are Mayor Clint Powell, Jimmy Magel (Dist. 1), Abraham Saenz (Dist. 2), Janet M. Jackson (Dist. 3), J.R. Gallegos (Dist. 4), Roger G. Garza (Dist. 5) and Jeanne B. Israel (Dist. 6).

Pleasanton City Manager Bruce Pearson said the process started almost a year ago. There were at least 10 proposals that were put in front of the Planning and Zoning Commission. After six meetings and interviewing three consultants, Ben Garza brought down the selection to two that he felt could do the job. Council then voted to award the contract to Stewart Planning about 1 1/2 months ago and they directed Pearson and staff to negotiate the terms.

Pearson briefly went over some of the items, such as housing, capital improvements, etc. Pearson said after looking at everything, he was impressed by how Stewart Planning is going to meet with business owners, the council, commission members and the citizens.

“He’s going to hear what the citizens of Pleasanton want and he’s going to check his professional recommendations around that,” said Pearson.

It was explained by Stewart Planning that the Master Plan itself is a linear path of serious things they want to accomplish. They will be doing multiple things at one time, all with the angle of creating Pleasanton’s plan. They want to understand where the city is today, and where citizens want to take it.

Stewart Planning also described data gathering and assessment, scenario workshops, possible directions to go, land-use concepts, maps and more.

The contract is in the amount of $64,500.

Mayor Clint Powell commented, “This is a cost that, honestly, we have never had before. But in our current state, I don’t see how we can’t do this. It has to happen.”

Strategic guide

The resolution was read and adopted unanimously, which implements a strategic guide for the City of Pleasanton. The guide is:

•First and foremost, customer service must be the city’s focus.

•The protection of Pleasanton citizens and their property insure the vitality of the community.

•The development and maintenance of infrastructure to support growth is important.

•Economic growth must become the “heartbeat” of the community.

•Water resource development (the securing of water supplies for the long term), extending existing supplies (reuse and non-potable) and water conservation are vital for our future.

•It is crucial to take measures whereby the city continues to be dependent upon itself while striving to foster a cooperative spirit with its neighbors.

•Quality of life issues are important for the city in supporting its enhancement and growth.
