After call to order of the Regular Meeting of the Commissioners’ Court, Judge Bob Hurley asked for public comments.
Todd Perna, Atascosa County Fire Marshal spoke about the 375 acre fire in Northern Atascosa County in the Naeglin Road area. The fire began Sunday afternoon, September 13 and was about 95% contained around 10 p.m. About 2 a.m., Monday morning, firefighters had the fire under control. Perna applauded the 21 area fire departments that brought 37 units to quell the fire.
Judge Hurley spoke for Tiffany Harris regarding an AACOG Outreach Event at the Pleasanton Civic Center on Tuesday, September 29 from 10:00 a.m until 2:00 p.m. During the event there will be a Housing & Energy Conservation Program and information about Alamo Area Agency on Aging; Services for Veterans and their Families; Air Quality; Alamo Regional Transit and Resource Recovery. On the agenda next, Judge Hurley and Stephanie Smith spoke regarding the San Antonio Food Bank. Judge Hurley read a proclamation declaring September, 2015 Hunger Action Month.
Todd Perna presented Kyle Coleman, Bexar County Emergency Management Coordinator to Commissioners’ Court in recognition of his repurposing a trailer from his office to the Atascosa County Fire Marshal and Emergency Management Office (EMO). The generous donation of the trailer through Bexar County EMO and the support from the Commissioners’ Court has made this combined Rehab/Communication Trailer possible.
Judge Hurley and Atascosa County Auditor Ray Samson requested appropriate action concerning the Adoption of the Budget for Atascosa County for Fiscal Year 2016. Request was approved.
Judge Hurley and Auditor Samson then requested appropriate action concerning the Adoption of the Tax Rate for Fiscal Year 2016. Request was approved.
Judge Hurley and Auditor Samson requested appropriate action concerning renewal of County Employee Health Insurance Coverage. Gary Looney and Lee Ricks were in attendance to discuss the insurance coverage. Renewal was granted.
Atascosa County Clerk Diane Gonzales requested appropriate action concerning approval of the budget as presented for the County Clerks Archive Plan for preservation and restoration of the County Clerk’s records. That notice of Public Hearing had been published in the newspaper for two weeks before the hearing was held on September 3, 2015 and, subsequently, Commissioners’ Court approved and budgeted an amount of $300.000.00. Request was approved.
County Clerk Gonzales then requested appropriate action concerning approval of a two-year contract with the Texas Department of State Health Services (DSHS). This is for approval of DSHS contract for the issuance of Birth Records through the Texas Electronic Remote System (TER). Request was granted.
Janice Ruple, Atascosa County Elections Administrator requested appropriate action concerning contracts with the cities and schools for the November 3, 2015 Election. This would be for Jourdanton
ISD, City of Jourdanton and City of Charlotte. Request was approved.
The office of Rene Peña requested appropriate action concerning personnel. Requested was the employment of Carrie Moy as a full-time Assistant District Attorney at the pay rate of $70,000.00 annually, beginning September 14, 2015, to be paid from DA Chapter 59 Forfeiture fund. Request was granted.
Janeane Hester, Atascosa County Indigent Care Health Coordinator, requested appropriate action concerning Indigent Health Care Optional Services for Fiscal Year 2016. Request was approved.
Laura Pawelek, Atascosa County Treasurer, requested appropriate action concerning Treasurer’s Report Order for August, 2015. She reported that the investment interest rate went up from .0716 to .0754. Request was granted.
David Soward, Atascosa County Sheriff, re- quested appropriate action concerning personnel. He requested employment of Terry Cooper as a Deputy Sheriff at the pay rate of $43,344.00/annually with $120.00 uniform allowance, beginning September 15, 2015. Request was approved.
Molly Solis, Assistant Atascosa County Attorney along with Sgt. Robert Bratten III, Texas Dept. of Public Safety, requested appropriate action concerning Funding by Atascosa County for Installation of Memorial Signs for Deputy Thomas Monse, on Coughran Road; Deputy Mark Stephenson on Corgey Road. Request was granted.
Lonnie Gillespie, Atascosa County Commissioner, Pct. 1, requested appropriate action concerning approval of a road bore request for McCoy Water Supply Corporation at Hackberry Street, Leming, Texas, for Roel Lara. Request was approved.
Comm. Gillespie, then requested appropriate action concerning tank removal, etc. at Bustamante Gas Station. This calls for checking for contamination for full year period and other inspections before receiving closure if everything is okayed. Cost is $23,325.00. Request was granted.
Bill Carroll, Atascosa County Commissioner, Pct. 4, requested appropriate action concerning a request for a road bore on CR 426 for Kelly Burton, submitted by McCoy Water Supply Corporation. Request was approved.
Comm. Carroll, then requested appropriate action concerning request for a 6” road bore for Cabot Oil and Gas Corporation on CR 346. Request was granted.
Comm. Carroll requested appropriate action concerning request for a 6” road bore for Cabot Oil and Gas Corporation on CR 347. Request was approved.
Comm. Carroll then requested appropriate action concerning a request for road crossing for Cabot Oil and Gas Corporation on CR 345. Request was granted.
Judge Hurley mentioned co-sponsorship of haz-mat and used tire drop-off collection with the City of Pleasanton for March, 2016. This was for discussion only at this time.
Judge Hurley then mentioned Requirement of Commissioners’ Court Approval on all Non-Emergency Capital Outlays. This was for discussion only at this time.
Judge Hurley asked for discussion among the commissioners concerning the hauling of donated asphalt in the amount of 56,000 tons.
County Auditor Ray Samson requested appropriate action concerning copier lease for County Treasurer plus two additional copiers for future expansion. Lease amount would be $109.00 per month for each machine. Request was approved.
Judge Hurley asked for appropriate action concernng Capital Outlay Expenditure Requests.
On the agenda first was a Bay Area Time invoice for six (6) DC7000 Magnetic Stripe Reader, Ethernet Comm. Finger Print Readers at $1,610.00 each, totalling $9,660.00 and four (4) HandPunch 1000 with Ethernet at $1,649.00 each, totalling $6,596.00. Request was granted.
Auditor Ray Samson requested appropriate action regarding additional $1,168.06 for VSO security cameras to Altex Computers & Electronics. Actual installation amount was larger than initially estimated. Also, EDOC Server Setup by Altex Computers & Electronics for Justice of Peace building, Precinct 3, totalling $1,509.60. Request was approved.
Judge Hurley requested appropriate action concerning Audio Visual Upgrade for District Courtroom in the amount of $24,310.44 to Dominion Design & Integration. Request was granted.
Judge Hurley then ordered bills paid.
Honorable Atascosa County Judge Bob Hurley reminded those in attendance that the next Regular Meeting of the Commissioners’ Court would be on Monday, September 28, 2015 beginning at 9:00 a.m.
