Commissioners’ Court reviews architectural plans for building projects

• After call to order of the meeting, Judge Hurley requested appropriate action for the office of Justice of the Peace Kyle Bradley, Pct. 2, concerning personnel. Requested was the employment of Claudia Paniagua as a Judicial Employee – Justice Clerk, at the pay rate of $34,675.20/annually, beginning March 28, 2016. Request was granted.

• Justin Vasquez, IT Director for Atascosa County, requested appropriate action concerning approval of payment in the amount of $19,458.00 to SHI Government Solutions supplementing the misquoted price on the already approved upgrade on Microsoft Office 365, licenses from county contingency fund #012-468-636. Request was approved.

• Janene Hester, Indigent Health Care Coordinator, asked for appropriate action concerning Pro-Rata Tobacco Settlement Distribution County Expenditure statement – 2016, relating to the actual expenditures from 2015. Reimbursement of Indigent Board expenses are sought from the Tobacco Settlement Distribution Funds. Request was granted.

• Judge Hurley requested appropriate action concerning reading and approval of resolution in support of Recognition of the Month of April 2016 as National Child Abuse and Neglect Month. Request was approved.

• Michelle Cardenas, Chief Appraiser and Stuart Knowlton, Atascosa County Appraisal District Representative, requested appropriate action concerning the regular scheduled Atascosa County Appraisal District meeting and ACAD building plans. Discussion regarded the aspects of the gradual deterioration of the building.

• Judge Hurley then requested appropriate action concerning discussion of the following Architectural Plans for the County. (1) Animal Control Facility. (2) Tax Office Renovation. (3) JP 3 Remodel. (4) Old Courthouse (Log Cabin) Renovation. Addressing Commissioners’ Court was Ken Donoughue, of Donoughue & Associates, LLC.

• The Office of Comm. Freddie Ogden, Pct. 3, requested appropriate action concerning request for benefits, 90 day waiting period completed, for Gabriel Rowland, beginning March 28, 2016. Request was granted.

• The office of Rene Peña, District Attorney, requested appropriate action concerning personnel: POSTPONED FROM 3-14-2016, for existing employee, Carrie Moy, on promotion from Ass’t D.A. to Chief of Staff, for a $8,000.00 annual increase in salary, beginning March 28, 2016. Request was postponed for additional information.

The office of Rene Peña then requested appropriate action concerning personnel. Existing employee, Carrie Moy, Ass’t D.A., regarding Longevity Pay: Amend from 3-14- 16 Comm. Court Agenda Item from $500.00/month, total $6.000.00 annual, to reduction: Longevity Pay: $5,000.00/Annual ($416.67/month during 12 month period) beginning March 28, 2016. This is paid by the State – no cost to the County. Request was approved.

The office of Rene Peña requested appropriate action concerning personnel. Requested was longevity pay increase for existing employee, Ass’t District Attorney Leslie Carranza, in the amount of $20.00/ per month, beginning April 1, 2016. Request was granted.

The office of Rene Peña then requested appropriate action concerning personnel. Requested was longevity pay increase for existing employee, Ass’t District Attorney Jennifer Tapia, in the amount of $20.00/per month, beginning April 1, 2016. Request was approved.

• David Soward, Atascosa County Sheriff, requested appropriate action concerning personnel. He requested employment of Kimberly Ingram as a Tele-Communicator/ Dispatcher with a pay rate of $41,025.60/annually, $120.00/month uniform allowance, 40 hr. flex. $150.00/month Holiday pay, beginning April 1, 2016. Request was approved.

Sheriff Soward then requested appropriate action concerning employment of Jamie Carmona as a Corrections Officer at a pay rate of $41,025,60/ annually, $120.00/month uniform allowance, 171 hrs. fluct, $150.00/month Holiday pay, beginning on April 1, 2016. Request was granted.

Sheriff Soward requested appropriate action concerning employment of Elisandro Garcia as a Deputy/ Bailiff – Courthouse Security at the pay rate of $45,511.20/annually, $120.00/monthly uniform allowance, 40/hrs week beginning March 28, 2016. Request was granted.

• Comm. Bill Carroll, Pct. 4, requested appropriate action concerning request for underground pipeline bore on CR 341 for Murphy Exploration and Production Co. Request was approved.

Comm. Carroll then requested appropriate action concerning request for temporary water line on CR 407 for Select Energy Services. Request was granted.

• Judge Hurley asked for appropriate action concerning Capital Outlay Expenditure Requests.

• Diane Gonzales,

Atascosa County Clerk, requested appropriate action concerning purchase of Altex i5 Customer Build PC and accessories, including shipping in the amount of $805.65 from Altex Computers & Electronics. Request was approved.

• Percy Medina, Atascosa County Constable, Pct. 1, requested appropriate action concerning purchase of equipment from Industrial Communications to be installed on Cons. Medina’s 2010 F-150 Ford Truck in the amount of $1,093.00. Request was granted.

Constable Percy Medina then requested appropriate action concerning additional equipment for his 2010 F-150 Ford Truck in the amount of $427.24 from Industrial Communications. Request was approved.

Judge Hurley asked for bills to be paid.

Honorable Atascosa County Judge Bob Hurley mentioned to those present that the next Regular Meeting of Commissioners’ Court would be on Monday, April 11, 2016.

Meeting was adjourned.
