Present were all four Commissioners, Lonnie Gillespie, (Precinct 1); William “Bill” Torans, (Precinct 2); Freddie Ogden, (Precinct 3) & Bill Carroll, (Precinct 4).

• After call to order of the Second Regular Meeting, Judge Bob Hurley called on Mike Lambaria, Veterans’ Service Officer, who presented to Commissioners’ Court commendations associated with the operation, support and new building for Atascosa County Veterans’ Services.

• Barbara Westbrook, Atascosa County Historical Commission Chairman, requested appropriate action concerning the appointment of Michael (Mike) Reynolds to the Atascosa County Historical Commission. Request was approved.

• Attorney Tom Cate requested appropriate action concerning authorization of the resale of the property struck off to Atascosa County Trustee in Cause No. 11-02-0075-CVA, Poteet I.S.D. et al vs. Silvestra C. Garcia and Robert C. Garcia pursuant to Texas Tax Code, section 34.05(h) for the market value of $9,480.00, specified in the judgment of foreclosure. Request was granted.

• Walt Rakowitz, Engineer/ Surveyor, requested appropriate action concerning the construction specs for CR 422 culvert replacement. Request was granted.

• Todd Perna, Atascosa County Fire Marshal requested appropriate action concerning the Charlotte Fire Department. The department will undertake a training program in January-February for volunteer fire departments to qualify for county funding.

Perna then requested appropriate action concerning approval of the Volunteer Fire Department County Contracts for 2016 – contracts to take effect January 1, 2016. Request was approved.

• Rick Luna, Atascosa County Constable, Pct. 3, requested appropriate action concerning approval of Adam Figueroa as a Reserve Deputy Constable in Pct. 3, effective December 14, 2015. Request was granted.

Luna then requested appropriate action concerning approval of Phillip Bosquez as a Reserve Deputy Constable in Pct. 3, effective December 14, 2015. Request was approved.

• Jimmy Day, Atascosa County EMS Director, requested appropriate action concerning approval of purchase of new ambulance for 2016. Request was granted.

• Loretta Holley, Atascosa County Tax Assessor- Collector, requested appropriate action concerning leasing a new Neopost Postage Machine. Commissioners agreed to grant approval for a 60 month lease term of $184.60 per month.

Holley then requested appropriate action concerning purchasing software from Computer Information Concepts (CIC), the transition of existing information into the new accounting system. Funds are already available in Capital Outlay to either purchase or finance for 4 years. Commissioners’ Court decided to purchase the Hardware/Software/ PEOPLEWARE in the amount of $18,325.00 from CIC.

• Diane Gonzales, Atascosa County Clerk, requested appropriate action concerning approval of Commissioners’ Court Minutes for October, 2015, Request was granted.

• Laura Pawelek, Atascosa County Treasurer, requested appropriate action concerning publication of Treasurer’s Report Order for November, 2015. Request was approved.

Pawelek then requested appropriate action concerning Time Sheet due dates and pay dates for full time, Sheriff’s Dept. and part time employees for 2016. Request was granted.

Pawelek requested appropriate action concerning Capital Outlay purchase request for Hon Desk from Shoplet – $1,737.72, computer purchase from Altex- $1,178.409 and printer from Office Depot – $299.00. Requests were approved.

Pawelek then requested appropriate action concerning employment of Lisa Akers, as a full-time human resources clerk at the pay rate of $32,700.00/annually, beginning January 1, 2016. Request was granted.

• Ray Samson, Atascosa County Auditor, requested appropriate action concerning lease with Toshiba for a copier for the District Court Coordinator in the amount of $429.00 monthly for three years. Request was approved.

• David Soward, Atascosa County Sheriff, requested appropriate action concerning employment of Jymie Jo Perna as a full time communications supervisor at the pay rate of $45,500.00/ annully, beginning January 1, 2016. Request was granted.

• Siobhan Karger Mullen, Assistant County Attorney and Judge Hurley, requested appropriate action concerning Animal Control Architect’s Contract with Donoughue & Associates. Request was approved.

• Comm. Lonnie Gillespie, Pct. 1, requested appropriate action concerning approval of final plat of Atascosa County Shelter Subdivision being a five (5) acre tract located off of Spur 162 for purposes of Atascosa County Animal Control Facilities. Request was granted.

• Siobhan Mullen, Assistant County Attorney, requested appropriate action concerning action on a resollution designating temporary court facilities located at the Jourdanton City Hall, 1640 SH 97E, Jourdanton, TX 78026. Request was approved and resolution was signed.

• Comm. Gillespie, Pct. 1, extended an invitation to attend the open house in Leming, TX for Atascosa County Annex Offices on Saturday, Dec. 19, 2015 from 10 a.m. to 12:00 noon.

Comm. Gillespie then requested appropriate action concerning approval to provide funds from Misc. Acct. #12-468-625 for food and decorations for the event not to exceed $600.00. Request was approved.

• Commissioner Bill Carroll, Pct. 4, requested appropriate action concerning request for a road bore on Thompson Rd. for Mockingbird Midstream Gas Services. Request was granted.

Comm. Carroll then requested appropriate action concerning request for temporary waterline crossing on CR 339 & CR 341 for B & J Air and Pump, LTD. Request was approved.

Comm. Carroll requested appropriate action concerning approval of request for temporary 10” rubber frac line on CR 417 for EOG Resources. Request was granted.

• Judge Hurley updated his training course certifications, having completed 50 hours of approved study and is entitled to membership as a “Fellow of the Academy”.

Judge Hurley requested appropriate action concerning all purchases and expenses for the Reserve Constable Program be subject to approval by the Atascosa County Judge before expenditure.

Request was approved.

Judge Hurley requested appropriate action concerning purchase of vehicles for the Reserve Deputy Constable Program. Constable Rick Luna requested appropriate action concerning purchase of 1 used vehicle for the Reserve Deputy Constable Program in the amount of $3,850.00. Request was granted.

Judge Hurley requested appropriate action concerning all Capital Outlay items must be approved through Commissioners’ Court even if the items are already budgeted. Request was approved.

Judge Hurley requested appropriate action to set up a Payroll Review Committee for Elected Officials and Dept. Heads for review in 2016 for FY 2017. Request was granted.

Judge Hurley requested appropriate action concerning approval of the 2016 Commissioners’ Court calendar for Regular Meetings. Request was approved.

• Justin Vasquez, IT director for Atascosa County made a Capital Outlay Expenditure Request for purchase of inventory of needed items to facilitate his IT work from CDW-G in the amount of $963.85. Request was approved.

• Judge Hurley ordered bills to be paid.

Honorable Atascosa County Judge Bob Hurley mentioned to those in attendance that the next Commissioners’ Court meeting would be on Monday, December 28, 2015 at 9:00 a.m.
