Commissioners’ Court hires Druann Benavides to County Agent – Family and Consumer Sciences position

Present were all four commissioners, Lonnie Gillespie, (Precinct 1); William “Bill” Torans, (Precinct 2); Freddie Ogden, (Precinct 3) and Bill Carroll, (Precinct 4).

After call to order of the Special Meeting of the Commissioners’ Court, Judge Diana Bautista called on the office of District Attorney Rene Peña as its first agenda item. Requested was appropriate action concerning personnel. Requested was $20.00 monthly longevity pay for Assistant District Attorney Marc Ledet, effective December 9, 2013. Request was approved

On the agenda next, the District Attorney’s Office requested a salary increase for Assistant District Attorney Christina Hartmann in the amount of $68,500.00 annually, effective December 9, 2013. Request was granted.

Next on the agenda, Ruben Saldaña, Ed.D., District Extension Administrator, asked for appropriate action concerning candidate to fill County Extension Agent – Family and Consumer Sciences position. Druann Benavides was suggested to fill the position beginning January 1, 2014. This shall also confirm the county’s continuing support of $10,554.00 for the county portion of the agent’s salary. Request was approved.

Dale Rankin, Atascosa County Extension Agent – Ag and Natural Resources, was on the agenda next requesting appropriate action concerning personnel. He asked for the employment of Michelle A. Pfeil as a 4-H Program Assistant with a salary of $2,252.00/monthly, beginning December 9, 2013. Request was granted.

On the agenda next, Loretta Holley, Atascosa County Tax Assessor-Collector, requested appropriate action concerning the employment of Linda B. Garcia as a Deputy Tax Assessor- Collector with the pay rate of $2,552.00/monthly beginning January 1, 2014. Request was approved.

Next on the agenda, Loretta Holley requested appropriate action concerning the employment of Cynthia A. Ortiz as a Deputy Tax Assessor Collector with the pay rate of $2,552.00/monthly beginning January 1, 2014. Request was granted.

Loretta Holley then requested appropriate action concerning the moving of Becky Barnett to Gloria Mejia’s vacated position at the pay rate of $3,381.88/monthly. Request was approved.

On the agenda next, Loretta Holley requested appropriate action concerning the moving of Veronica Casias to Becky Barnett’s position at the pay rate of $3,191.50/monthly. Request was granted.

Next on the agenda, Loretta Holley requested appropriate action concerning the moving of Crystal Myers to Veronica Casias’s position at the pay rate of $2,950.00/monthly. Request was approved.

Orlando Carrasco, Atascosa County Justice of the Peace, Precinct 3, requested appropriate action concerning a Line Item Budget Amendment. He requested the transfer of funds in the amount of $30.00 from postage; $781.51 also from Postage; $200.00 from Machine Maintenance; $200.00 from Telephone and $1,220.00 also from Telephone, to Conference Expense in the amount of $30.00; Office Supplies in the amount of $781.51; also Office Supplies in the amount of $200.00; Conference Expense in the amount of $200.00 and Office Supplies in the amount of $1,220.00. Request was granted.

On the agenda next. Atascosa County Auditor Ray Samson requested appropriate action concerning SECURITY Integrated monitoring contract for the office of Justice of the Peace, Precinct 1 in the amount of $34.99 monthly for three years, totalling $1,257.64. Request was approved.

Next on the agenda, Ray Samson requested appropriate action concerning advertising for bids/request for proposals on copy machine contracts. Request was granted.

Atascosa County Treasurer Laura Pawelek requested appropriate action concerning time sheet due dates and pay date for 2014. Request was approved.

On the agenda next, Treasurer Laura Pawelek requested appropriate action concerning Treasurer’s Report Order for November, 2013. The report showed an Atascosa County investment in total funds of $30,279,812.74 with combined indebtedness of $2,669,621.91, funds 100% invested. Report was approved.

Next on the agenda, Treasurer Laura Pawelek requested appropriate action concerning a Line Item Budget Amendment. She requested the transfer of funds from Telephone in the amount of $800.00 and Conference in the amount of $900.00 for a total of $1,700.00 to Supplies. Request was granted.

District Clerk Margaret Littleton was on the agenda next requesting appropriate action concerning personnel. She requested the employment of Leanan Brooke Goodrich as a Deputy Clerk at the pay rate of $2,252.00/monthly, effective December 9, 2013. Request was approved.

On the agenda next, District Clerk Margaret Littleton requested appropriate action concerning the entering into Commissioners’ Court Minutes her Continuing Education Hours. First she attended the Region VIII Meeting at South Padre Island, accumulating 12 hours there. She then participated in the 118th Annual County and District Clerks’ Conference in San Antonio where she accumulated 16 hours. Subsequently, she attended the Texas District Court Alliance at Horseshoe Bay, Texas, where she had an additional 10 hours for a total of 38 hours. Request was granted.

Next on the agenda, Michael Lambaria, Veterans Service Officer for Atascosa County Veteran’s Administration requested appropriate action concerning a Line Item Budget Amendment. He requested the transfer of funds in the amount of $400.00 from Service, Stationary Expense/Maintenance Repairs to Conference Expense. Request was approved.

Atascosa County Comissioner Bill Carroll, Precinct 4, was on the agenda next requesting appropriate action concerning personnel. He requested the acknowledgement of completion of probation period by Juan Benitez as Laborer with the pay rate of $2,450.00/monthly. Request was granted.

On the agenda next, Comm. Carroll requested appropriate action concerning request for road bore for Murphy Exploration & Production Co. USA on CR 445. Request was approved.

Next on the agenda, Judge Bautista requested discussion and/or appropriate action concerning Atascosa County Appraisal District’s proposed amendment to the 2013 Budget. No action was taken.

Judge Bautista then asked for discussion and/or appropriate action concerning Texas Department of Transportation County Road Grants. After discussion of positive and negative aspects of the Grant, no action was taken at this time.

On the agenda next, Judge Bautista requested appropriate action concerning approval of Bond for County Fire Marshal. Request was granted.

Next on the agenda, Judge Bautista requested appropriate action concerning Holidays for year 2014. Proposed list of Holidays for 2014 is as follows: Martin Luther King Day – Monday, January 20, 2014; Presidents’ Day – Monday, February 17, 2014; Good Friday – Friday, April 18, 2014; Memorial Day – Monday, May 26, 2014; Independence Day, Friday, July 4, 2014; Labor Day – Monday, September 1, 2014; Veteran’s Day – Tuesday, November 11, 2014; Thanksgiving Holidays – Thursday and Friday, November 27, 28, 2014; Christmas Holidays – Wednesday, Thursday and Friday, December 24, 25, 26, 2014; New Year’s Day – Thursday, January 1, 2015. P.S. – Remember, New Year’s Day Holiday, Wednesday, January 1, 2014 was approved with the 2013 Holidays. Holiday dates were approved.

Judge Bautista then asked for appropriate action concerning application of wages for year 2014. No vote was necessary.

On the agenda next, Judge Bautista asked for appropriate action concerning Capital Outlay Expenditure Requests.

First request was by Justice of the Peace Orlando Carrasco, Precinct 3, for purchase and labor regarding a new computer and accessories from Altex Computers and Electronics at a cost of $1,327.80. Request was granted.

Next request was from Justice of the Peace Jackie Bodden, Precinct 4, for a multifunction printer from Altex Computers and Electronics at a cost of $749.95. Request was approved.

Commissioners’ Court then went into Executive Session.

After deliberation about Real Property, the Commissioners’ Court decided to take no action at this time.

Judge Bautista then ordered bills to be paid. The meeting was then adjourned.

Honorable Judge Bautista reminded those in attendance that the Atascosa County Courthouse would be closed on Monday, Tuesday and Wednesday, December 23, 24 and 25, and be open again on Thursday, December 26.

Judge Bautista mentioned that the next Special Meeting of the Commissioners’ Court would be on Monday, December 30, 2013.
