Commissioners’ Court discusses dedication of roads, IH37 in memory of fallen officers

Present were all four Commissioners, Lonnie Gillespie, (Precinct 1); William “Bill” Torans, (Precinct 2); Freddie Ogden, (Precinct 3) & Bill Carroll, (Precinct 4).

After call to order of the Special Meeting of the Commissioners’ Court, Atascosa County Justice of the Peace Jackie Bodden, Pct. 4, requested appropriate action concerning personnel. She requested the promotion of existing employee Phyllis McLean to Clerk 3 at a pay rate of $33,024.00/yearly, beginning January 1, 2015. Request was approved.

• Atascosa County Sheriff David Soward requested appropriate action concerning Atascosa County Jail Income Report. The 2014 Atascosa County Jail Out of County Prisoners Income Report showed the following amounts paid to Atascosa County: Karnes County – $2,193.00; La Salle County – $116,315.22 and Medina County – $16,595.15. Total amount paid was $135,103.37. Report was approved.

• DPS Sergeant John G. Henke requested appropriate action concerning personnel. He requested the promotion of Betty F. Shannon from part-time to full-time with a salary of $2,752.00/monthly beginning January 1, 2015. Request was granted.

DPS Sergeant Robert K. Bratton III requested appropiate action concerning Dedication of roadway(s) in Atascosa County in Memoriam to Fallen Officers. Requested was Atascosa County Commissioners’ Court approval of dedication of two Atascosa County roadways in memory of two fallen Atascosa County Deputies. Signs will be erected on Corgey Rd., dedicating the roadway in memory of Deputy Mark Stephenson. Sought also were signs on Coughran Rd. dedicating the roadway in memoryto Thomas Monse, Jr. Also, Atascosa County Commissioners’ Court action was requested to support Senate Bill 45, designating a portion of Interstate Highway 37 as the Trooper Terry Wayne Miller Memorial Highway between mile marker 102 and mile marker 115 on IH 37. Signs would be erected on IH37. The Atascosa County Attorney’s office will be assisting in drafting Atascosa County Commissioners’ Court support for the memorial marker proceedings.

After discussion, Atascosa County Sheriff David Soward said the Atascosa County Sheriff’s Dept. would like to participate in funding the project. It was also suggested that District Attorney Rene Peña’s office would be contacted for the possibility of the DA’s office participating in the project.

Commissioners’ Court set a date of January 26, 2015 for further study of the memorial project during their Special Meeting on that date. Request was approved.

Janeane Hester, Atascosa County Indigent Health Care Coordinator, requested appropriate action concerning Pharmacy Benefit Management Services

Agreement between Integrated Prescription Services and Atascosa County. Request was granted.

Atascosa County Elections Administrator Janice Ruple requested appropriate action concerning extended warranty on DAU’s, eSlates and JBC’s provided by Hart Intercivic at a cost of $3,480.00., Request was approved.

Diane Gonzales, Atascosa County Clerk requested appropriate action concerning approving Bonds for Elected Officials for terms beginning January 1, 2015. Request was granted.

Atascosa County Auditor Ray Samson requested appropriate action concerning IRS mileage rate for 2015. The 2015 rate is 57.5 cents per mile for business miles driven, up from 56 cents in 2014. Request was approved.

County Auditor Samson then requested appropriate action concerning Line Item Budget Amendments for 2014. Request was granted.

The office of Atascosa County Attorney Lucinda Vickers, represented by Assistant County Attorney Molly Solis requested appropriate action concerning personnel. Requested was the promotion of existing employee Michael Block to Assistant County Attorney at the pay rate of $56,000.00 annually beginning January 1, 2015. Request was approved.

Ass’t County Attorney Solis then requested appropriate action concerning new County Electronic Systems Policy. The policy is for emails and other various electronic forms of communication. The policy will be reviewed at the next Commissioners’ Court meeting.

Atascosa County Commissioner Lonnie Gillespie, Pct. 1, was on the agenda next requesting appropriate action concerning personnel. He requested the employment of Abel Santos Palacios as a Truck Driver and other Duties as needed at the pay rate of $2,950.00/ month, beginning January 1, 2015. Request was granted.

Comm Gillespie then requested appropriate action concerning request for road bore for McCoy Water Supply Corporation at 2415 Strawberry City Road. Request was approved.

Atascosa County Commissioner Bill Torans, Pct. 2, gave a progress report on the Precinct 2 Building Project saying it should be completed by the end of February.

Bill Carroll, Atascosa County Commissioner, Pct. 4, requested appropriate action concerning request for two road bores, 6 inches and 8 inches, on CR 417 for EOG Resources. Request was granted.

• Atascosa County Judge Diana Bautista requested appropriate action concerning Approval of Commissioners’ Court Minutes from previous meetings (October and November, 2014) Request was approved.

Judge Bautista then requested appropriate action concerning salaries for year 2015. Request was granted.

Judge Bautista requested appropriate action concerning personnel. She requested a salary of $33,024.00/annually for secretary Jeanne B. Israel, beginning January 1, 2015. Request was approved.

Judge Bautista requested discussion concerning gas lines on county properties.

Judge Bautista then recognized Capital Outlay requests.

Atascosa County Justice of the Peace Jackie Bodden, Pct. 4, requested appropriate action concerning a Capital Outlay item – printer replacement by Altex in the amount of $1,522.00. Request was granted.

Judge Bautista requested appropriate action concerning a Capital Outlay item – repair of computer by Altex Electronics, Ltd. in the amount of $335.55. Request was approved.

Next Capital Outlay request was by Atascosa County Clerk Diane Gonzales for hardware, third-party software and professional services from Thomson Reuters Tax & Accounting Government at a cost of $6,235.00. Request was granted.

Commissioners’ Court then went into Executive Session.

Upon returning for Open Session, Commissioners’ Court agreed to continue as decided concerning Real Property.

Judge Bautista ordered bills to be paid and then adjourned the meeting.

Honorable Atascosa County Judge Diana J. Bautista reminded those in attendance that Atascosa County Courthouse will be closed Wednesday, Thursday and Friday, December 24, 25 and 26. Next Regular Meeting of the Commissioners’ Court will be on Monday, January 12, 2015, beginning at 9:00 a.m.
