Commissioners’ Court declares Cleo Lane a public access road

Present were all four Commissioners, Lonnie Gillespie, (Precinct 1); William “Bill” Torans, (Precinct 2); Freddie Ogden, (Precinct 3) & Bill Carroll, (Precinct 4).

After call to order of the Regular Meeting of the Commissioners’ Court, Judge Bautista asked for a Public Hearing pertaining to applications filed on behalf of Landlocked Properties to make Cleo Lane a Public Access Road Pursuant to Texas Transportation Code Chapter 251.053. There was much discussion regarding the issue by interested parties.

On the agenda next there was a request by Judge Bautista for appropriate action concerning applications filed on behalf of Landlocked Properties to make Cleo Lane a Public Access Road Pursuant to Texas Transportation Code Chapter 251.053. After additional discussion, Commissioners’ Court approved designation of Cleo Lane as a Public Access Road.

Atascosa County Treasurer Laura Pawelek requested appropriate action concerning Treasurer’s Report Order for September, 2014. She reported that there were funds in the amount of $32,881,325.03 totally invested with combined indebtedness of $2,116,003.15. Report was accepted.

Justice of the Peace Kyle Bradley, Precinct 2, representing Precinct 1, requested appropriate action concerning personnel. He requested the employment of Dannica Jo Quintana as a Court Clerk (Part Time) (Temporary) at the pay rate of $9.00/ hr. beginning 10-13-14. Request was approved.

The office of Jackie Bodden, Justice of the Peace, Precinct 4, requested appropriate action concerning edocTec Annual Maintenance Agreement to be paid out of the Justice Court Technology Fund in the amounts of $1,500.00 for the J.P. Civil Docket Suite and $1,500.00 for the Criminal Docket Suite for a total of $3,000.00. Request was granted.

Atascosa County Clerk Diane Gonzales requested appropriate action concerning personnel. She requested the employment of Matthew McDonough as a Temporary Part-Time Deputy Clerk at $10.00/ hr. beginning 10-13-14. Request was approved.

Atascosa County Sheriff David Soward requested appropriate action concerning the employment of Sadala Monique Garcia as a Corrections Officer at the pay rate of $3,056.00 monthly with $120.00 uniform allowance beginning 10-13-14. Request was granted.

Sheriff Soward then requested appropriate action concerning the employment of Sandra DeLeon as a Jail Cook at the pay rate of $3,156.00 monthly with $120.00 uniform allowance beginning 10-13-14. Request was approved.

Atascosa County Clerk Ray Samson was on the agenda next requesting appropriate action concerning Atascosa County E-mail Server. The proposed solution was to implement use of Microsoft Office 365 e-mail server system using the cloud for storing e-mails that requires no physical e-mail service on premises. Cost of the system is $96.00 per e-mail account per year. Probable total cost per year is $19,200.00 plus an additional amount for maintenance with additional setup cost estimated at $6,000.00. Request was approved.

Assistant Atascosa County Attorney Dennis Arriaga requested appropriate action concerning Interlocal Agreement for Sharing Public Works Equipment and Personnel. No action taken at this time pending more information.

Atascosa County Commissioner Bill Torans, Pct. 2, requested appropriate action concerning Pct. 2 Justice Court Building Project. Comm. Torans said that all was moving well in the project.

Atascosa County Commissioner Bill Carroll, Pct. 4, requested appropriate action concerning request for commercial entrance off CR 422 for TLA Holding, LLC. Request was granted.

Comm. Carroll then requested appropriate action concerning request for a 4-inch road bore on CR 421 for EOG Resources. Request was approved.

Comm. Carroll requested appropriate action concerning McCoy Water Supply Corporation request for a road bore located at 375 CR 426. Request was granted.

Judge Bautista requested appropriate action concerning entering into the Commissioners’ Court Minutes a Proclamation Declaring October as Domestic Violence Month. Request was approved.

Judge Bautista then requested entering into the Commissioners’ Court Minutes a Proclamation proclaiming October, 2014 as Breast Cancer Awareness Month and October 17 as National Mammography Day in Atascosa County. Request was granted.

Then Judge Bautista requested appropriate action concerning entering into Commissioners’ Court Minutes a Proclamation proclaiming the month of October, 2014 as Czech Heritage Month in the SPJST. Request was approved.

Judge Bautista requested appropriate action concerning approval of Commissioners’ Court Minutes for previous meeings (September, 2014). Request was granted.

Judge Bautista then requested appropriate action concerning demolition and/or clean-up of newly acquired properties. There are contractors bidding on the project and no action was taken at this time.

Judge Bautista requested appropriate action concerning purchase of modular building along with utility connnections, handicap accessibility accomodations, etc. for the relocation of Veterans Service Office. Building recommended was from MPA Systems, Inc. which is a 28’ x 70’ modular building at a cost of $54,735.00. Commissioners’ approved purchase of the modular building.

Judge Bautista then requested appropriate action concerning renewal of contract with American Appraisal in the amount of $1,175.00. Request was approved.

Commissioners’ Court then went into Executive Session for deliberation about Real Property.

Open Session was then held by Commissioners’ Court. After Executive Session the County under the authority of Government Code Section 551.072, deliberated about real property. Commissioners’ Court instructed the County Auditor and County Attorney to proceed as directed.

A request for bills to be paid was made by Judge Bautista after which the meeting was adjourned.

Honorable Atascosa County Judge Diana J. Bautista reminded those in attendance that there would be a Memorial Ceremony at the Sheriff’s Office honoring Deputy Mark Louis Stephenson, Texas DPS Officer Wayne Miller and Deputy Thomas Monse, Jr., Monday, October 13, beginning at 6:30 p.m.

Judge Bautista also mentioned that the next Special Meeting of the Commissioners’ Court would be on Monday, October 27, 2014, beginning at 9:00 a.m.
