Atascosa County Commissioners’ Court Second Regular Meeting July 27, 2015 9:00 a.m. Ordered by Hon. Bob Hurley, Atascosa County Judge
Present were three
Gillespie, (Precinct 1);
William “Bill” Torans, (Precinct 2) & Bill Carroll,
Comm. Freddie Ogden (Precinct 3) was not present.
After call to order of the Second Regular Meeting of the Commissioners’ Court, Judge Bob Hurley asked for the first item on the agenda.
Stuart Knowlton, Commissioners’ Court Representative at the Appraisal District, gave a meeting update regarding the Atascosa County Appraisal District.
Scott Moore, City of Poteet Administrator, was on the agenda next. Assistant County Attorney Dennis Arriaga discussed a request by Moore regarding Atascosa County’s participation in the paving of Howard Rd. within the Corporate limits of the City of Poteet. Moore addressed Commissioners’ Court. No action was taken at this time.
Diana Gonzales, Atascosa County Clerk, was on the agenda next requesting appropriate action concerning Approval of Commissioners’ Court Minutes for the month of May, 2015. Request was granted.
Loretta Holley, Atascosa County Tax Assessor- Collector requested appropriate action concerning Presentation of 2014 Tax Annual Report. Request was approved.
Atascosa County Sheriff David Soward requested appropriate action concerning assignment of existing employee, Peter John Rodriguez, to Corrections Officer Corporal at a pay rate of $3,331.00/ monthly with $120.00 monthly uniform allowance, beginning August 1, 2015. Request was granted.
Sheriff Soward then requested appropriate action concerning the assignment of existing employee, Jose Mendoza, to Corrections Officer Sergeant at a pay rate of $3,616.00/ monthly with $120.00 uniform allowance, beginning August 1, 2015. Request was approved.
Sheriff Soward requested appropriate action concerning the assignment of existing employee, Kenneth Martinez, to Corrections Officer Sergeant at a pay rate of $3,788.00/ monthly with $120.00 uniform allowance, beginning August 1,2015. Request was granted.
Sheriff Soward requested appropriate action concerning the assigment of existing employee, Joe Gilbert Morales, to Corrections Officer Sergeant at a pay rate of $3,556.00/ monthly with $120.00 uniform allowance, beginning August 1, 2015. Request was approved.
Sheriff Soward then requested appropriate action concerning the employment of Levi Varga, as a Corrections Officer at a pay rate of $3,256.00 / monthly with $120.00 uniform allowance, beginning August 1, 2015. Request was granted.
Sheriff Soward requested appropriate action concerning the employment of Tzu Chi Chia as a Deputy Sheriff-Patrol at a pay rate of $43,344.00/ annually with $120.00 uniform allowance beginning August 24, 2015. Request was approved.
Atascosa County Auditor Ray Samson requested appropriate action concerning copy machine paper bids. There were three bids, and the lowest bidder, Gulf Coast Paper, with a bid of $19,312.05 was accepted by Commissioners’ Court. The bid includes delivery to various county locations.
Atascosa County Commissioner Lonnie Gillespie, Pct. 1), requested appropriate action concerning The Development of a Subdivision Review Board. Suggested make-up of members on the board would be: Chairman, 2 County Commissioners (1 board member and 1 representative); 1 County Clerk; 1 County Attorney; 1 County Sanitarian; 1 County EMC; 1 County Fire Marshal; 1 Engineer; 2 Power Companys (Karnes and/or AEP) and 1 Water Company (McCoy and/or Benton City). Board meetings proposted to meet in the old jail in Jourdanton, monthly or as need arises. Ass’t County Attorney Arriaga, will research the item prior to further discussion.
Comm. Gillespie then requested appropriate action concerning employment of Curt Thomas Whitworth as a Truck and Equipment Mechanic, CLASS A CDL Driver, or other duties as assigned, at a pay rate of $2,950/ monthly beginning August 1, 2015. Request was approved.
Commissioner Bill Torans, (Pct. 2), gave an update on the Pct. 2 Justice
Commissioner Bill Carroll, (Pct. 4) requested appropriate action concerning road bore on CR 344 South for Cabot Oil and Gas Corp. Request was granted.
Comm. Carroll then requested appropriate action concerning a temporary lay-flat 10” water line for Select Energy Solutions on CR 445 and CR 416. Request was approved.
Comm. Carroll requested appropriate action concerning Release of Maintenance Bond on Zander Lane. Request was granted.
Comm. Carroll then requested appropriate action concerning temporary water line on Countiss Road by Breakwater Energy Partners, LLC. Request was approved.
Judge Hurley requested appropriate action concerning issuance of Funding to CASA (Court Appointed Special Advocates) for $9,900.00. This is comprised of $1,500.00 from the budgeted figure and $8,400.00 from the General Revenue account where deposited unclaimed funds from the State are required to go toward services for children. Request was granted.
Judge Hurley then requested appropriate action concerning the 2016 Atascosa County Appraisal District Budget. Request was approved.
Commissioners’ Court then reviewed action concerning Capital Outlay Requests.
Margaret Littleton, Atascosa County District Clerk, made the first Capital Outlay request concerning LGS Softwae for 2 computers in the amount, including installation, of $2,832.00. Request was granted.
Janice Ruple, Atascosa County Elections Administrator, asked for appropriate action concerning a Capital Outlay request for purchase of 4 mahogany folding tables to be used for elections from RB Printing at a total cost of $610.16. Request was approved.
Percy Medina, Atascosa County Constable, Pct. 1, made a Capital Outlay request regarding purchase of equipment for vehicle from Industrial Communications in the amount of $3,123.80. Request was granted.
Judge Hurley ordered bills to be paid.
Honorable Atascosa County Judge Bob Hurley then mentioned to those present that the next Regular Meeting of the Commissioners’ Court would be on Monday, August 10, 2015, beginning at 9:00 a.m.
A Special Called Meeting of Atascosa County Commissioners Court convened following the adjournment of the Regular Scheduled Com. Court Meeting held at 9:00 AM, July 27, 2015. The Special Meeting was called for the purpose of Budget Discussions concerning FY 2016 County Budget.
Following a brief recess, Commissioners’ Court then began the SPECIAL CALLED MEETING.
Judge Hurley called the meeting to order.
During the SPECIAL MEETING, various Atacosa County Departments discussed their budget requests for Fiscal 2016.
The Commissioners court is considering requests from all county, district and state departments as well as private organizations, which are requesting County funding for FY 2016. These requests may include salaries, benefits and other personnel issues, departmental operational expenses, travel expenses, educational expenses, professional services, precinct road operations, road maintenance operations, capital expenditures and other budgetary requests.
Commissioners Court scheduled a Second Budget Workshop meeting for August 10, 2015 following Regular scheduled meeting of Commissioners Court on that date.
