STAFF REPORTER Atascosa County Commissioners’ Court Special Meeting April 25, 2016 9:00 a.m. Ordered by Hon. Bob Hurley, Atascosa County Judge

All four commissioners were present: Lonnie Gillespie, (Precinct 1); William “Bill” Torans, (Precinct 2); Freddie Ogden, (Precinct 3) & Bill Carroll, (Precinct 4).

After call to order of the meeting, Judge Hurley called on Stuart Knowlton, Commissioners’ Court representative at the Atascosa County Appraisal District. Knowlton spoke regarding a Special Called Meeting of the Appraisal District on April 20. Discussed at the meeting was the ongoing issue regarding structural and possible asbestos problems at the building. Arthur Troell, Appraisal District President, also commented on the building’s adverse structural situation.

Judge Kyle Bradley, Justice of the Peace, Pct. 2, requested appropriate action concerning payment to Rock Solid Internet, to be paid from the Justice Court Technology Fund, for Top of the Rock Package, including fees, in the amount of $915.50. Request was granted.

De’Ann Belicek, District Court Coordinator, requested appropriate action concerning approval to proceed with completing the requirements of the FY2017 Discretionary Grant Proposal titled “81st/218th Indigent Defense Program with the Texas Indigent Defense Commission (TIDC) for Atascosa and Wilson County’s District Courts. Request was approved.

Margaret Littleton, District Clerk, requested appropriate action concerning “Reading and Adoption of Proclamation Appreciating Juror’s Services”. Judge Bob Hurley read the Proclamation and signed an appreciation press release along with County Commissioners.

Loretta Holley, Tax Assessor-Collector, requested appropriate action concerning the following personnel:

Existing employee, Veronica Casias, promoted to Deputy TAC – from Level 3 to Level 4. Pay rate: $45,131.69 annually, effective April 25, 2016.

Existing employee, Crystal Myers, promoted to Deputy TAC – from Level 2 to Level 3. Pay rate: $41,704.43 annually, effective April 25, 2016.

Existing employee, Drusilla Wilson, promoted to Deputy TAC – from Level 1 to Level 2. Pay rate: $36,689.63 annually, effective April 25, 2016.

Existing employee, Carol Santos, promoted to Deputy TAC, from Level 1 to Level 2. Pay rate: $36,689.63 annually, effective April 25, 2016.

Existing employee, Shirley McCarn, promoted to Deputy TAC – from Level 1 to Level 2. Pay rate: $36,689.63 annually, effective April 25, 2016.

Requests were granted.

Office of Rene Peña, District Attorney, requested appropriate action concerning personnel. He asked for approval of longevity pay for Samuel Katz, Ass’t District Attorney, beginning May 1, 2016 @ $200.00 per month ($2,400 annually). Request was approved.

Diane Gonzales, Atascosa County Clerk, requested appropriate action concerning Approval of January, 2016 and February, 2016 Commissioners’ Court Minutes. Request was granted.

Siobhan Mullen, Ass’t County Attorney, along with Megan Harkins, requested appropriate action concerning Notice of Intent, Petition and Order to Abandon, Vacate and Close County Road, more specifically described as a portion of Hinsley Ranch Lane aka County Road 347. Request was approved.

Siobhan Mullen, Ass’t County Attorney, along with Comm. Bill Torans, Pct. 2, requested appropriate action concerning approval of final plat of Timber Ridge II Subdivision, being 22 lots totaling 17.931 acres, located off FM 3175, Atascosa County, Texas. Request was granted.

Siobhan Mullen, Ass’t County Attorney, along with Comm. Torans, Pct. 2, requested appropriate action concerning Acceptance of Avery Drive, located in Timber Ridge II Subdivision, subject to condition that owner add an additional 1.5” of HMAC, compacted, prior to the release of the maintenance bond. Request was approved.

Siobhan Mullen, along with Judge Bob Hurley, requested appropriate action concerning Approval of the finalized Commercial Lease of Building located at 1616 E. Hwy. 97, Jourdanton, Texas. Request was granted.

• Lonnie Gillespie, Commissioner, Pct.1, requested appropriate action concerning granting an easement with the City of Pleasanton for expansion of their 12” water supply line, through the County Yard, 1901 East Hwy. 97, in Pleasanton, Texas, through the Longhorn Museum property, Pleasanton, Texas. Request was approved.

Bill Carroll, Commissioner, Pct. 4, requested appropriate action concerning personnel. Ronald Caraway, Precinct Worker had fulfilled his 90-day probation period. He is at Tier 1 at the pay rate of $37,170.00 annually, beginning April 25, 2016. Request was granted.

Judge Hurley requested appropriate action concerning Judge, County Commissioners and other County Elected Officials’ training course certifications.

Constable Bill Meadows, Precinct 4, requested appropriate action concerning entering into County Records his attendance at Texas State University, Texas De’Ann Belicek, District Court Coordinator

Justice Court Training

Center, 20 Hour Civil Process Seminar, from March

28, 2016 to March 31, 2016.

Request was approved.

Judge Hurley ordered bills to be paid.
