Two Atascosa County Commissioners will be leaving their posts at the end of this year. They are Comm. Bill Torans, Pct. 2 and Comm. Bill Carroll, Pct. 4.

Comm. Torans began his carreer as an Atascosa County Commissioner on January 1, 2007 and decided to retire.

Torans has been a part of numerous county projects that include the bypass road, new Veteran’s office, tax annex building update, jail expansion, animal control facility, Precinct 3 building project, weigh station, Precinct 2 Justice Center and over 110 miles of paved roads not to mention road maintenance in his precinct.

Torans, 81,was born June 12, 1937. He has lived most of his life in the Somerset area, moving there as a youngster in 1952.

He graduated from Somerset ISD in 1957 and has spent the last 22 years of his life in Lytle with his wife Joanne. The two celebrated their 31st wedding anniversary on October 25.

Between the two, they have a total of four children. Bill’s two, a son, Eric Torans and daughter, Darnell Sooter and Mrs. Toran’s two, Jason Richards and Julie Condi.

They have eight grandchildren and five greatgrandchildren.

Bill Torans was the oldest of eight children. His parents had five sons and three daughters. His 98-year old mother lives in Floresville. His father, Ernest, passed away in 1979.

Torans began his career with CPS Energy as a helper, quickly making his way to being the youngest foreman in the company’s history. He held this position for over six years.

He also spent awhile working for Phillips Petroleum.

Despite those successes, his love for people led him to a career in sales. He spent 34 years selling equipment for John Deere, Holt Machinery and even having his own business.

Torans is an avid hunter and fisherman and licensed pilot who enjoys traveling. He and his wife have taken 15 cruises and have traveled all over the United States.

Upon his retirement, he and Joanne are planning on packing up and taking off in their motor home for more adventures.

BILL CARROLL

Comm. Bill Carroll has served as Atascosa County Commissioner, Precinct 4, since January, 2011. He was elected to the office of Commissioner after serving on the Pleasanton City Council for two years, stepping into the role as mayor for a year.

Some of the projects that Comm. Carroll has been a part of include the bypass road, new Veteran’s office, Tax annex building update; jail expansion; animal control facility; Pct. 3 building; weigh station; Pct. 2 Justice Center; Atascosa County Justice Center and a multitude of paved roads and road maintenance in his precinct.

Carroll graduated from Dilley High School in 1965. He and his wife Beth have been married for 51 years. They were married August 30, 1967, just one week before he entered the U. S. Army. Their wedding was pushed up a month once he received a friendly draft letter informing him he was chosen for military service.

He served in the Army for two years, 1967-1969, in Northern Vietnam with the rank of Staff Sgt. He was awarded an Army Commendation Medal, Bronze Star, two medals from In-Country South Vietnam and a Good Conduct Medal.

Upon completion of his military service, Bill graduated from Southwest Texas State University in 1972 and the Carrolls started a family. They have two sons, Mark and Matt and four grandchildren.

The family moved to Pleasanton in 1978, where they still reside. He spent 20 years working for United Rentals Trench in the safety division, 15 of those years in sales and five as the South Texas Region Manager.
