ADVERTISEMENT AND INVITATION FOR BIDS

The City of Poteet will receive bids for a Well Rehab Project under Texas CDBG Contract No. 713380 until 2 pm, on Thursday, September 4, 2014 at Poteet City Hall PO Box 378, 491 Avenue H. Poteet, TX 78065. The bids will be publicly opened and read aloud at 2:15 p .m. on Thursday, September 4, 2014 at 491 Avenue H. Poteet, TX 78065. Bids are invited for several items and quantities of work as follows: 1. Remove existing well pump and debris 2. Replace Screen Liner and Steel Casings 3. Replace Motor, Pump and Column pipe 4. Apply Gravel pack and Cement seal Bid/Contract Documents, including Drawings and Technical Specifications are on file at Poteet City Hall, 491 Avenue H. Poteet, TX 78065. Copies of the Bid/Contract Documents may be obtained by depositing $100.00 with Rakowitz Engineering, LLC for each set of documents obtained. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Poteet or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the U.S. Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age or national origin.

The City of Poteet reserves the right to reject any or all bids, or to waive any informalities in the bidding.

Bids may be held by City of Poteet for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. (41c)

NOTICE OF APPLICATION FOR COMMERCIAL FLUID INJECTION WELL PERMIT

Wiley Lease Co., Ltd. (P.O. Box 1020, Pleasanton, Texas 78064) is applying to the Railroad Commission of Texas for a commercial permit to dispose of produced salt water or other oil and gas waste by injection into a porous formation productive of oil or gas.

The applicant proposes to dispose of oil and gas waste into the Wilcox formation, Rayes SWD Lease Well No. 2. The proposed Rayes SWD No. 2 disposal well is located 19.4 miles southeast of Jourdanton, Texas in the Christine, SE (Wilcox) Field in Atascosa County. The waste water will be injected into strata in the subsurface depth interval from 5350 to 6300 feet.

LEGAL AUTHORITY: Chapter 27 of the Texas Water Code, as amended, Title 3 of the Texas Natural Resources Code, as amended, and the Statewide Rules of the Oil and Gas Division of the Railroad Commission of Texas.

Requests for a public hearing from persons who can show they are adversely affected or requests for further information concerning any aspect of the application should be submitted in writing, within fifteen days of publication, to the Environmental Services Section, Oil and Gas Division, Railroad Commission of Texas, P.O. AN ORDINANCE ESTABLISHING THE CITY’S WATER AND WASTEWATER IMPACT FEE PROGRAMS BY INCORPORATING IMPACT FEE LAND USE ASSUMPTIONS AND IMPACT FEE CAPITAL IMPROVEMENTS PLANS, BY ESTABLISHING THE IMPACT FEE SERVICE AREA BOUNDARIES, AND BY SETTING THE WATER AND WASTEWATER IMPACT FEES TO BE CHARGED BY THE CITY.

The Pleasanton City Council has found that it is in the best interest of the City to adopt the Land Use Assumptions, Capital Improvements Plans and Impact Fees for the City’s Water and Wastewater Impact Fee Programs, as set out in this ordinance.
